PAAP at Access Focus

Public Affairs and Access to the Payer (PAAP) consists of engaging and communicating with decision-makers, payers and relevant stakeholders in order to prepare the access environment and convince on the value of innovations to support pricing, reimbursement and ultimately patient access.

Public Affairs prepares the environment by ensuring that the various stakeholders are aware of the societal and economic burden associated with the disease in question as well as the unmet needs of patients.</p >

Accessto Payerspayersis about communicating the value of innovations directly to payers. This includes meetings and submissions to payers as well as health technology assessment agencies.

The role of the Access Focus team is to contribute to the development of a communication plan as well as the tools necessary to dialogue with the various stakeholders in the market access process.

What is Public Affairs?

The Public Affairs function is responsible for engagement with stakeholders such as policy makers and civil servants, industry associations and patient organizations. It uses a variety of platforms and activities to facilitate dialogue and build trusting relationships and can proactively engage stakeholders around a therapeutic area through strategic initiatives, multi-stakeholder efforts and platforms of commitment. As a function, it often combines government relations, health economics, corporate social responsibility, and communications. In particular, Public Affairs and Market Access are closely linked.

At Access Focus, Public Affairs is managed through dialogue and interaction with external stakeholders in order to develop relationships with term, to support public health policy and to create an enabling and engaging environment for our business.

In order to be ready to overcome challenges and to support strategies for accessing innovation , it is important to ensure that stakeholders are aware of the unmet needs and the societal and economic burden associated with each of the therapeutic areas. The Public Affairs function helps facilitate public-private partnerships, prioritize therapeutic areas and support Market Access for innovations

The Access Focus team develops key messages, tools, publications, advice and training aimed at building a relevant communication framework, on value of innovation, focused on the company’s therapeutic areas and addressing unmet needs.

What is Payer Access?

In order to gain access and reimbursement, we must ensure that payers understand and recognize the value of the proposed innovations. To this end, tools and materials are developed to communicate messages of medico-economic value, adapted to our interlocutor in order to secure patient access to the innovations offered.

Our communication approach is divided in three areas:

  1. Developing a medico-economic argument for the payer (Payer Value Story) with key messages
  2. Developing the related communication tools and resources</li >
  3. Deploy training sessions on the payer’s value story as well as related key messages and communication tools.

Our approach to communicating medical-economic value

We provide advice on the communication strategy and framework, and adapt the key messages to be delivered to the different profiles of the stakeholders.

We work in a cross-functional way in order to secure a harmonious and aligned dissemination of its key messages.

Relevant communication tools include:

  • The Payer Value Story, this is the communication platform which is made up of the key messages and evidence that we want to communicate to payers.
  • The Payer Value Dossier, this is the medico-economic dossier which is built on all the clinical and economic evidence of the innovation in question, to be adapted to local circumstances of the country.
  • Are also developed are canvases and communication tools such as submission files, presentation slides, u payer, objection management and other communication tools.

Payer value Story (PVS)

The PVS is a coherent and structured presentation of the medico-economic values of the innovation offered to payers.

It is a foundation upon which all key messages and tools for communicating value to the payer are built.

PVS key messages are based on:

  • Randomized clinical trials, including relevant patient-reported outcomes
  • Real World Evidence (RWE)
  • Pharmacoeconomic data
  • Other societal outcomes, e.g. environmental impact

Why is PVS needed?

As part of the ongoing interactions between the different health institutions and systems, it is necessary to secure national alignment of key messages, in order to communicate nationally consistent messages to payers.

The PVS is comparable to the “Core Story” of Marketing teams or the “Scientific Core Story” of Medical Affairs. These are for doctors.

It is crucial that the PVS, Core Story and Scientific Core Story are aligned. The global PVS should be adapted to the local context and circumstances of the country to achieve optimal communication.

These communication tools guarantee an aligned approach between the functions, with reference to the company’s strategy.

Literature review

Cornerstone of medical knowledge and an essential prerequisite for any scientific work, the review of the medical literature makes it possible to draw up an inventory of the knowledge acquired on a given pathology, to identify its gray areas and the needs in matching health.

The literature review provides the baseline data needed to assess and discuss the results of any new study or analysis.
